Developing and implementing the UK’s relations with these countries, in line with the FCO’s Departmental Strategic Objectives and in our partners across government. Providing advice on political developments and other issues in these countries to Ministers and others.

Southern

Zimbabwe

Great Lakes: Congo, Democratic Republic of Congo, Rwanda, Burundi

Southern Africa: Mozambique, Zambia, Namibia, South Africa, Angola, Swaziland, Losiotho, Mauritius, Malawi, Botswana, Comoros, Seychelles, Sao Tome and Principe

Relations with the Southern African Development Community (SADC).  Promoting better governance and human rights in the region (especially Zimbabwe) and reducing the conflict in the Great Lakes area. Providing advice and briefing to Ministers, Parliament and members of the public, as well as  support to our network of overseas posts.

Pan Africa policy (PAPU)

PAPU works on issues affecting Africa as a whole, in particular conflict prevention and governance.

With the Department for International Development (DFID) and the Ministry of Defence (MoD), we manage the Africa Conflict Prevention Programme, which provides about £60 million a year for projects in Africa ranging from the training of peacekeepers, to support for mediation and elections.

The African Union (AU) is a key partner. PAPU also works on the strategic relationship between Africa and the European Union and the continent's fast-growing relations with countries such as China.

Sudan

Our main focus is to resolve the conflicts in Sudan. We provide accurate and timely advice on political developments there to Ministers and others. We are a joint FCO/DFID Unit and work closely with other government departments across Whitehall.

Handling relations with China, Hong Kong and Macau, Taiwan, Japan, Mongolia, and North (Democratic People’s Republic of Korea) and South (Republic of Korea) Korea.

South East Asia and Pacific

Handling relations with ASEAN, the Association of East Asian Nations, countries (Brunei, Cambodia, Indonesia, Laos, Malaysia, Burma, Philippines, Singapore, Thailand and Vietnam), Australia, New Zealand and the Pacific Islands. We pursue UK’s interests and have a network of British embassies and high commissions throughout the region. Handling the EU’s relations with these countries, as well as ASEAN, the Asia Europe Meeting (ASEM) and other regional organisations.

Working closely with our high commissions and embassies and with the diplomatic missions of these countries in London. Providing advice and briefing to Ministers, Cabinet Office, No 10 and others.

Western Balkans Group

We cover the following areas:  

  • Albania: promoting wide political party engagement in essential electoral code reforms for elections in 2009 
  • Bosnia and Herzegovina: encouraging its Euro-Atlantic aspirations, whilst reducing tensions caused by the conflict of the 1990s 
  • Kosovo: ensuring the smooth transition between UNMIK and EULEX 
  • Macedonia: maintaining good neighbourly relations with Greece, including finding a mutually acceptable solution on the name issue
  • Montenegro: driving forward Montenegro's reform, with a view to joining Euro-Atlantic structures 
  • Serbia: maintaining Serbia's EU perspective and conditionality for co-operation with the ICTY

Global Economy Group

Implementing the FCO Strategic Objective: "A low carbon, high growth global economy"; and contributing towards the objective of "Developing effective international institutions, above all the EU and UN".  

We are organised as follows:

  • Development team: provides political support for Department for International Development (DFID)'s work on poverty    
  • Emerging markets team: carries out economic analysis, briefing and policy advice on major emerging markets and key global economic trends. 
  • Prosperity team: puts the Prosperity Campaign message across to key decision-makers in countries such as China, India, and the US.  
  • Globalisation and international architecture team: works closely with other government departments and FCO colleagues in the UK and overseas on policy briefing, advice and economic analysis 
  • G8 team: responsible for co-ordinating UK policy for the G8 Summit across Whitehall

Delivery Unit

We are organised as follows:

  • GEID programme team: manages the Low Carbon High Growth Strategic Programme Fund which enables 22 priority embassies and high commissions to achieve their policy objectives 
  • Business, planning and communications team: coordinates the business planning, stakeholder engagement and communications work for this objective 
  • Business engagement team: manages the FCO's relations with business and the trades unions at a strategic level. It also supports SISBO (Security Information Service for Business Overseas)

International Trade Team

FCO lead on all aspects of trade policy in this area, working closely with colleagues around Whitehall on developing and implementing UK.

Primarily, this means influencing within the EU but we also work through embassies and high commissions in key countries around the world to promote an open approach to trade and combat protectionism.
